You can post your Capital Loss carryover:

Start at Federal
Wages & Income
Scroll down to Investment Income.
Select Capital Loss Carryover from the drop-down menu.

How/where do I enter the Capital Loss Carryover from 2021?

Just make sure it didn't automatically transfer over from 2021 (if you used Turbo Tax last year).
