Are there three numbers in box 19? That is, was tax withholding stated for three different localities? And was there a 0.00 for one of the box 19 entries in box 18? In other words, tax was withheld for some locality, but no income was declared for that locality, right?
In this case, just enter the box 1 amount where the 0.00 is. Go to your employer and point out to the employer that the IRS instructs them:
"If you need to report information for more than two states or localities, prepare a second Form W-2."
on page 24 of the 2026 General Instructions for Forms W-2 and W-3.
This will perhaps motivate them to tell you what the 0.00 number should have been.
The entries in boxes 18, 19, and 20 are telling TurboTax who gave what tax money to whom. If appropriate, TurboTax will pass that box 19 dollar amount to the state or local return.
If the box 19 dollar amount is zero, then there is no need to report the state or local wages or the state or locality name. In this case, the related entries in boxes 18, 19, and 20 can be deleted.
Note that the IRS does not care so much what you enter relative to state and local returns; it is usually TurboTax that flags an error (for example, tax withheld on box 19, but no income amount placed in box 18). TurboTax does this as a "sanity" check to make sure that some field was not accidently overlooked.
