Since Ohio and Kentucky have a reciprocity agreement, you are only taxed on your wages in your state of residence (Ohio).
Since no Kentucky state tax was withheld, you do not need to file a Kentucky state return at all.
In TurboTax, when asked if you "lived or worked in another state," you can say No. This is how you indicate you are not filing a KY tax return.
How to get the credit on your Ohio Local Return:
Enter your W-2 exactly as it appears. Ensure Box 18 (Local wages), Box 19 (Local tax), and Box 20 (Locality name) are entered for both your home city and the Kentucky city.
During the state entry of your Ohio Return:
When you get to "Credit for Taxes Paid to Other Localities" section, you will either have a RITA or a CCA return depending on which your locality uses.
On a RITA Return: Look for Column J (Credit Rate) and Column K (Credit Limit). You will list the Kentucky city as the "Work Municipality." RITA will then apply your home city’s "Credit Factor" to the tax you paid in KY.
On a CCA Return: Use Schedule L. You will list the taxes paid to the Kentucky city to offset the tax owed to your residence city.
Important Note: The credit is usually the lesser of what you paid in KY or what your home city charges. If KY took 2% and your home city charges 1.5%, you usually only get credit for 1.5%.

Did you e-file your tax return and was it accepted? Only the IRS and your State control when and if a Federal or State tax refund is Approved and Issued.
You complete your tax return by finishing all 3 Steps in the File section. In Step 3, to e-file your tax return, you must click on the large button labeled "Transmit my returns now".
After completing the File section and e-filing your tax return you will receive two emails from TurboTax. The first email when your tax return was transmitted and the second email when the tax return has either been accepted or rejected.
Note - Once a tax return has been Accepted by the IRS or a State, TurboTax receives no further information concerning the tax return or the status of any tax refund. Only the taxpayer listed on the tax return can obtain the status of a tax refund or a tax return.
To check the status of an e-filed return, open up your desktop product or log into your TurboTax Online Account. You can find your status within the TurboTax product.

I am an employer. We had an employee who worked and lived in a different state where they do not have state taxes. Although his W4 was entered wrong and Oklahoma state tax was withheld when it wasn't supposed to. Now the employee wants his W2 corrected to say no state tax was withheld. Can I do that when it was in fact a withheld?
