Amending a state withholding on W2

I am an employer. We had an employee who worked and lived in a different state where they do not have state taxes. Although his W4 was entered wrong and Oklahoma state tax was withheld when it wasn't supposed to. Now the employee wants his W2 corrected to say no state tax was withheld. Can I do that when it was in fact a withheld?

If Oklahoma state tax was withheld, the employee will need to fie for that state as a non-resident and get the tax refunded.

Once the withheld tax is sent to the state, you, as the employer cannot get it returned to you.
