I was able to figure out the problem by contacting a live expert at TT.   TT should calculate the max mortgage interest deduction at 750/1350*37K, just as you stated…that’s why I was confused. Turns out, because my builder carried the construction loan, there were some boxes that were incorrectly checked (on my part) which was leading to the error.   Bottom line, once the corrections were made, the deduction was nearly $22K!

You should enter the full amount ($8,714) in the "Enter your regular Roth IRA contributions" because TurboTax needs to know that you went over the limit.   Correct. For "How much of your contribution to this Roth IRA did you switch?", enter the $714 amount, along with your explanation for the recharacterization.   TurboTax will automatically generate or update Form 8606 and the $714 will show as a Traditional IRA contribution.
I have not received mine either. You must call the IRS directly.
