This is really great information, and I appreciate your thoroughness! I certainly understand why the 1099-B would result in owed taxes. In my excitement to file my taxes early, I neglected to give the investment firm time to send this form out. The state refund I received is from Maine. When I look at the actual amended return, it the form shows that taxes are owed, but doesn't actually say they are due (which is strange), although there are calculations for tax already paid (I assume, via the W-2s) as well as a negative amount in line 26 where it says "If this is an amended return, enter overpayment, if any, on original return or as previously adjusted." Not sure what this means. I did actually file two amended returns because of a Schedule K-1 that I also received late.

You are right about the very particular rules; but, I do want to comment that the earnings do rollover federally tax free. Which is what makes it different from a withdrawal. As long as you follow the annual and lifetime rules, there is no federal tax or penalty on the earnings.
For the ROTH, it is a clean slate and the entire rollover becomes the basis.
Box 4b is a rollover to ROTH. It is either nontaxable in its entirety or there is a taxable component.
A nontaxable 1099-Q should not be entered. The program wants to tax it. Tuck the 1099-Q into your tax folder. IRS Publication 970, Tax Benefits for Education states that nontaxable distributions should not be entered.
Taxable 1099-Q should be entered. While entering, under Other Form 1099-Q Information, select that it was a rollover to ROTH IRA. Continue answering the questions.

And the download will always be up to date with all the updates. Sometime in the past couple years, they reprogrammed the link to the NC software, to deal with it automatically using the correct distribution amount for my 1099-R forms. Not sure it covered all cases, but it fixed mine. That NY issue is so common, the NY tax crew really needs to implement some similar NY box 16 programing to automatically correct the problem that is driving their residents & retirees crazy.

TurboTax may think you have reached your limit of 5 e-filed returns. The limit may have been triggered by any rejected returns that were resubmitted, or multiple installations on different computers can sometimes trigger this prematurely. An amended return may also count toward your e-file limit.
If you think this is in error, you can contact TurboTax Support using this link: Turbo Tax customer support
You can check this by reviewing your e-file history in TurboTax Desktop by going to File, Electronic Filing, Show Electronic Filing Status History to see which returns were counted as e-filed.
Additional returns may have to be printed and mailed, or you can purchase a new license. However, the IRS limits you to five e-filed returns per email address, user, and computer IP address. This limit is addressed in IRS Publication 1345.

Sometimes it helps to just delete your dependent and start over by entering the dependent again. When you do that, go slowly and carefully through all the screens. Read every screen top to bottom....
