You should be able to decline that consent and move forward in your TurboTax Program. The consent is only for one year.

@VolvoGirl has cited the correct pricing for Desktop state programs and state e-filing. See also this TurboTax products page.
If you select Pay with My Refund to pay your TurboTax fees, there’s an additional $40 processing fee charged by the third-party bank that handles the transaction.
Once your e-filed return is in pending or accepted status, it's too late to remove Pay with My Refund. But if your return is rejected, you have another opportunity to remove Pay with My Refund.
If you haven't filed yet, you can change your payment method in TurboTax Online following these steps:
Sign in to your account and open or continue your return.
Select File in the left menu and proceed to the Just X more steps screen.
On this screen, select Revisit next to You've chosen to deduct your TurboTax fees from your federal refund.
Select View Payment Options on the next screen and select Pay now on the screen after that.
Complete payment by entering your credit or debit card information.
Continue to the Just X more steps screen to make sure the Pay With My Refund has been removed.
Step 1 on the screen should now show that you paid with your credit or debit card.
See this help article for more information.

The official tax form from TIAA has box 7 with "2B" provided. No value in box 10.
457B is a government employee version of a 401k roth contribution.

That’s exactly how I’ve done it in the past, but that option is not there this year in the Premium Plan online.

I paid estimated taxes to NY State on two occasions in 2024. - First on 08/05/2024 : New York State ($): 600.00 City of New York ($): 416.00 City of Yonkers ($): 0.00 MCTMT ($): 200.00. - Second on 09/12/2024 : New York State ($): 667.00 City of New York ($): 15.00 City of Yonkers ($): 0.00 MCTMT ($): 80.00. I found where to enter State Estimated and Local Estimated taxes within the "Deductions and Credits > Estimated Tax Payments" section of the Federal Return. Where can I enter my paid Estimated MCTMT taxes? When I go to "Fix Issues/Review" my state taxes it shows the form "Metropolitan Commuter Transportation Mobility Tax Worksheet" and it shows the amount of $94 four times on lines A, B, C, and D. Where did Turbo Tax get these numbers? It is asking me to put the ES payment date for each of these, but this is not the amounts I paid. How/where can I edit the MCTMT Worksheet on TurboTax to show the actual amounts and dates paid? Nothing comes up when I search "MCTMT" in the search bar. As an aside - I believe that I have overpaid the MCTMT tax and do not owe it because my income is not high enough. According to tax.ny.gov "In order to be subject to the MCTMT for the quarter, the employer must have payroll expense in the entire MCTD (both Zone 1 and Zone 2) greater than $312,500." My annual income was below that. Thank you!

For NJ, it lists all income. If the income is NOT taxable to NJ, you must check the box to remove the wages.
Your resident state will tax all income and give you a credit for income taxed by another state. Prepare all the nonresident states first. You will need to review your tax forms to get the right state taxable income and liabilities for your resident state return.
To print or view your forms, including all worksheets:
In desktop, switch to Forms Mode.
For online:
On the left side, select Tax Tools
Select Print center
Select Print, save or preview this year's return
If you have not paid, select pay now.
