I’m also having this same issue. WI state returns. I’m able to go back through and re-review the WI questions but I don’t see anything asking for medical deductions, so I’m not sure how to proceed.
Medical expenses get entered on the federal section. TurboTax will automatically transfer all of your federal data to your state return. Enter all of your medical expenses in the federal section. Medical, dental, and vision expenses are reported on Schedule A and entered in the Deductions & Credits section.
Hi,
I have an HSA and paid for all medical expenses through HSA. Per instructions I did not enter medical deductions in my federal since I paid for them with my HSA. I’m also doing the standard deduction rather than itemized. Additionally my HSA is post 2011 so the pre-2011 adjustments in the WI return do not apply. Should I be entering 0 for Schedule I: Part II, Line 1a, Col II in the WI return given this?
"Should I be entering 0 for Schedule I: Part II, Line 1a, Col II in the WI return " - were you thinking of doing this in Forms mode? I would prefer that you do as little as possible in Forms mode.
In the Wisconsin interview, you will see the following screen (this is from the desktop product, the Online screen may vary). Since you did not have an HSA before 2011, you should enter zero here.
When you enter zero here and then Continue, you won't see any additional screens asking questions about your use of the HSA since 2010. Then your Wisconsin Schedule I will be happily devoid of HSA entries except for the occasional zero.

I can confirm I already have zero entered to the question in the screenshot you have shown. The issue comes up when I check my return. Below are screenshots so you can see what is being requested. It seems like it’s asking me to update form.
If the input will not accept a zero (which is the correct answer if you had no medical expenses) then you can try entering 0.01 which is the same as a zero for tax purposes.
