trying to charge again for state

I purchased the FL corp state software and filed 2 returns.  Now when I try to start a third one it's trying to charge me again.  Why?  When you click on the link to enter your confirmation number it has you sign in and then wants info to pay.  It's an endless loop.

I called the number given and after 30 minutes of wasted time they still had no answer.  I am using Turbotax Business 2020 for multiple companies and have an issue with this every.single. year.  Ugh.
