If you're using TurboTax Online and have indicated that you have no Business Credits to claim in the interview, often closing the program, and clearing your Cache and Cookies will resolve the issue. Sometimes info can get 'stuck' and needs to be cleared.
Or, in the left-side menu, go to Tax Tools > Tools, then Delete a Form from the pop-up menu. From the list of forms displayed, locate Form 3800 and use the Delete link at the far right.

Clearing my browser cache did not resolve the problem. Deleting the 3800 Forms did not work - that is, when selected for deletion, they persisted.
The resolution came later, in the normal course of attempting to get through the section for 20th time, with the same data entered / same questions answered the same way. I got an interstitial page message that said "Your errors have been cleared!" which is nice, but means nothing I did cleared them.
A request I would convey to the Intuit folks: it may be better to withhold functionality longer (3800 form questions / ability to fill it in) if the data entry functionality precedes the process progression/submission functionality. Seeing "Not Started" on that section two dozen times over a month of attempts lowers my opinion of the software significantly. I would have abandoned the process, but for the fact that I'd pre-paid through Met Life.
