I have a rental property (it's always made money and I've never shown a loss). So why does Turbotax generate 8582? Do I have to include it with my paper filing?

Which version of TurboTax are you using?
Can you view the form in Forms Mode? If so, is it completely blank?
Other than your rental property, do you have any other activity that could generate passive losses (e.g. a K-1 from a partnership or other business in which you do not materially participate)?

2. It is not blank. It just shows a profit of $1,000 for 1a, 1d and 4.
3. Line 10 shows a zero.
You can contact phone support, via the link below, if you are concerned. However, it appears as if that is simply a spurious entry perhaps initiated to calculate the special allowance.
What is the TurboTax phone number? (intuit.com)
If the form is present in your tax package, it will be filed (if you e-file) or printed with your other forms if you file by mail. Regardless, it will have no impact with only the figures on the lines you mentioned.

That is correct, but TurboTax may generate that form and automatically file it if it is in your tax package (if e-filed, the form will transmitted with your return or the form will print out if you mail it - if the latter, you really do not need to mail the form with your return).
