No. If you owe tax then the child tax credit will first be used to pay toward the tax due. That is what happens with credits---they are used to pay your tax liability first, then if there is any left over you get it as a refundable credit. Your refund will be shown on line 35a of your Form 1040, or if you still owe something to the IRS it will be on line 37 instead.
