All you can do is file a 2020 return but even that may not get the third payment issued. You may need to file a 2021 return next year to get the third payment.
I have the same problem. I have an email from last June saying the IRS had accepted my 2019 return. However, my 2020 e-file was rejected because the AGI did not match. After several attempts I went online to IRS.gov to see a transcript of my 2019 return. It showed no record of 2019 return processed. It did however show all my payments. I chose to mail my 2020 return and am just going to wait for them to contact me about the 2019 return. I feel certain that filing the 2019 again will cause more trouble. Hopefully they will eventually catch up. It does help to know that I am not the only one with this problem, and it most likely due to their lack of staffing.
You could have e-filed using 0 as your AGI. It is taking almost a year to process the 2019 returns. You should hear something on that soon.

No, there was not any Covid stimulus/exemption or credit in 2019 if you are referring to a 2019 tax return.
