How did you file? Did you efile the return? If so, and if you used Online TurboTax, log in to your account and at the Tax Home confirm that your efiled return was accepted.
If the Tax Home showed your efile was accepted, then when using the IRS "Where's My Refund" tool, be sure SSN and filing status are correct, and that you use the correct Federal refund amount (see my tips below about the correct amount).

Use only the Federal refund amount. Do not use any combined total refund figure that includes the state refund.
Look at your actual 2019 return to get the Federal refund amount. Be sure you are using what is displayed on your Federal Form 1040, Line 21a for the Federal refund amount.
You can also try phoning the IRS refund hotline. I've seen it work for some users before when the WMR tool didn't.

Funds sent from the IRS to a Green Dot card IS a direct deposit. The Turbo Visa Debit Card is administered by Green Dot. Did you apply for a Turbo Card, or do you have another brand of card administered by Green Dot? Or did you mean you did not apply for a debit card at all and chose to have it sent to your own bank checking account?
Did you receive a Turbo Visa Debit Card card 5-10 business days after filing?
Does the IRS confirm that your funds have been sent when you check with this tool? (The IRS tool will always say "bank" even when it's going to a "card", since a card uses an underlying bank account.)

What has been "12 weeks?" Are you by any chance referring to a 2018 tax return you filed late in 2019??
If you're talking about a current 2019 return, the IRS only started processing 2019 returns on January 27, which was 5 weeks ago, except for a few test returns they accepted for processing a little prior to that. So a 2019 return cannot have been processing for "12 weeks."

TurboTax gives you an estimated date for receiving your refund based on a 21 day average from your date of acceptance, but it can take longer.
Once your federal return has been accepted by the IRS, only the IRS has any control. TurboTax does not receive any updates from the IRS. Your ONLY source of information about your refund now is the IRS.
You need your filing status, your Social Security number and the exact amount (line 20 of your Form 1040) of your federal refund to track your Federal refund:

If you chose to have your TurboTax fees deducted from your federal refund, that will take some extra time, while the third party bank handles the refund processing.

I submitted n was accepted the 19th i havent recieved anything on where my refund is or why its taking so long..... My boyfriend did it the same day n got status updates n everything.... Mine is still in limbo please help me
Ok i did do the turbotax fee thing so that helped a little
@Cedges I'm not sure if this is what you were referring to above and did get it figured out but are you seeing a status on the IRS Where’s My Federal Refund? site? If not, be sure when checking Where’s My Federal Refund? site that you are entering only your Federal refund amount. This can be found on your Federal form 1040, line 21a. Also if you paid any fees out of your federal refund, use the refund figure prior to the deduction of he fees.
Where’s My Refund? has a tracker that displays progress through 3 stages:
(1) Return Accepted "Received," (2) Refund Approved and (3) Refund Sent.
Note: Once your refund status on the IRS shows "Refund Sent" it can take 1 to 5 business days for the financial institution to deposit fund into your account.
So once Santa Barbara Tax Products Group receives your refund from the IRS, they will take out the fee and send to your financial institution. (then you can check your refund here )
