I have been filing my taxes with Turbotax for the last 10 years. I sometimes have to go back previous year returns. I purchased and installed TT2019 , and when I tried to open TT2018 it wants me to purchase again 2 states (NC, GA) . Login in with my intuit ID does not work. Please help.

If you had to reinstall the 2018 program then the states will also need to be reinstalled ( unless you need space you should always leave the prior year programs installed for at least 3 years) so after it is re installed you need to start a fake return so you can get to install the state programming. If needed you will need to get the downloads from your account :
We recommend downloading your TurboTax for Windows software to your Desktop or Downloads folder so you can find it easily.

Still can't find it? Then download it again and save it to where you know you can find it – your desktop is a good place.

I did not uninstall TT2018, all versions coexist gracefully.
When I tried to open my filed tax return file, I get the following error: Your federal tax return is now on this computer, Let's get your Georgia state form next. Error 190.
Click for solution : only tells me that intuit is closed on new year
Download my state forms: it asks for payment, even though I purchased Georgia online
Cancel: closes my tax return.

My computer crashed so I had to re-install Turbo Tx 2019. Now it wants me to purchase the states I already purchased before it will open my tax file. That is pretty annoying. How do I re-install what I already paid for!!!!
