If the .tax file has a state return In it then the program you Download & install must also have the state program in it. Start a dummy return so you can click on the state tab & install the missing programming.
I continue to get Error190
Did you start a FAKE return? Do you have more than 1 state return in your .tax file?
After you get the program reinstalled the first thing to do before you open your tax return is to update the program and install any state programs you had. Then open your file. So you first might need to start a fake return to be able to download the state program (go to FILE - NEW). Enter some basic information, then go to the state tab and download the state program. Then try to open your existing return, go to FILE - OPEN

The first time I received this message, I called in and by luck, I was able to have some of my 2019 tax data to transfer to 2020. Now I am working on completing the 2020 return and need to access a worksheet from 2019, I now am getting the same message. I used the 1 time state file download when I filed my 2019 tax. Now it looks like I need to pay to download a file that I will not use? This should not be so hard to solve. Can someone help?
To access your 2019 return:
If access to your 2019 return has expired, you'll get a link with instructions on how to regain access.
Sorry, I did not make myself clear. I have used the CD copy of turbo since 2012 to 2020. I had years of turbo tax data on a computer that had issues so I copied all data from that computer on a flash drive and inserted the drive on my new computer. The first issue was the 2019 data did not transfer to the 2020 files. I called and was then able to have some of the data transfer from 2019 to 2020, I am now trying to complete 2020 tax and need to refer back to worksheets that are on 2019 and can not for some reason pull up the 2019 data again and get the error message 190. When I look at a all 2019 turbo files on my new computer, I see several files that can be open with Microsoft edge but not the ones with the .2019tax extention Still don't understand why the file are showing open with Microsoft edge. I also added the 2019 CD copy of turbo to the new computer thinking this would help but it did not.
That's easy. You installed the 2019 program to open the .tax2019 file. For error 190....
After you get the program reinstalled the first thing to do before you open your tax return is to update the program and install any state programs you had. Then open your file. So you first might need to start a fake return to be able to download the state program (go to FILE - NEW).
Here's the FAQ for Error 190 for state

VVGirl, I tried what you said but no go. Still getting error 190.
In 2020 when I did 2019 1040 from TT Premier CD, (on a previous PC), I downloaded VA free and paid for VT. Where can I find the 2 State programs to install in my new PC? I thought they are buried in the 2019 tax calculations or on the 2019 TT CD, but I don't know how to find them
So I tried what you said in a previous note above in this thread. I updated, opened a new dummy return, completed the Federal part, downloaded a new free VA. Then back to the first few screens of TT, I selected last year’s completed 2019 with VA/VT 2 State return via "open from browser" and got the error 190. To get the 2nd State program I would have to pay for it again. That's not fair. Your help appreciated.
You should be able to download it again.
