Turbo Tax can only say your return was accepted for processing. Turbo Tax doesn't know if or when the IRS sends the refund. Where did it say "issued"? Only the IRS can tell you.

I got the same message in my TurboTax message center. It "was just thinking a-bot me" or something odd. It said "Good news! Refund has been processed and issued". And yet, nothing in my bank account 3 days later and when I click on the little button beneath that message that says Refund Status or something like that, I get a message that says there is no info on my status, a bunch of IRS excuses as to why there may be a delay and of course, the link to the IRS refund page which has been as helpful as asking my foot where my money is because all it ever tells me is I entered my info wrong (no I did not all 100 times) and too bad for me. What is going on here? Has my refund been issued into outer space or is TurboTax now working with the government to drive me crazy?
TurboTax never knows when or even if the IRS has issued your refund. The IRS does not share any information with TT after you file. The only information you can get from TT is whether your e-file was accepted or rejected. If the return was accepted then the IRS is your only source of information.
First, check your e-file status to see if your return was accepted:

Once your federal return has been accepted by the IRS, only the IRS has any control. TurboTax does not receive any updates from the IRS. Your ONLY source of information about your refund now is the IRS.
You need your filing status, your Social Security number and the exact amount (line 35a of your 2021 Form 1040) of your federal refund to track your Federal refund:

If you chose to have your TurboTax fees deducted from your federal refund, that will take some extra time, while the third party bank handles the refund processing.

OR——if you filed by mail, expect a long wait. It is taking the very backlogged IRS six to nine months to process mailed returns. Until a human opens your envelope and enters the data into the system, nothing will even show up on the refund site, so you will have to be very patient.
