Turbo Tax can only say your return was accepted for processing. Turbo Tax doesn't know if or when the IRS sends the refund. Where did it say "issued"? Only the IRS can tell you.
When did you file? The IRS is taking 6 months or more to send refunds. If your return was Accepted or mailed then check IRS Where's my refund
