You mentioned the state refund, and then mentioned the IRS "Where's My Refund" in the next sentence. So I'll go through both, starting with the Federal. Then in another comment, I'll talk about the state.
If you efiled, log in to your Online TurboTax account and confirm at the Tax Home that both efiled return weres accepted.
When using the IRS "Where's My Refund" tool, be sure you enter the correct SSN and filing status.

Use only the Federal refund amount. Do not use any combined total refund figure that includes the state refund.
Look at your actual 2019 return to get the Federal refund amount. Be sure you are using what is displayed on your Federal Form 1040, Line 21a for the Federal refund amount.
And if you are paying your TurboTax fees out of the Federal refund, use the Federal amount without regard to the fee subtraction; i.e., use the actual amount before any fees are subtracted.
You can also try phoning the IRS refund hotline. I've seen it work for some users before when the WMR tool didn't.

As for the state refund, there are over 40 state tax agencies, each doing its own thing. Some states are fairly quick with refunds, while other states (such as WV, WI, NC, GA, LA, AL, and others) can take a long time processing returns--even several weeks--as they crack down on detecting fraudulent returns. You may be able to get an idea about how long it takes in your state from the FAQs at your state's tax agency website as I will mention below.
First, if you efiled, be sure your efiled state return was accepted. If you used Online TurboTax, you can check by looking in your Online account at the Tax Home.

If you efiled, you should double-check to be sure the return was efiled successfully and accepted.
If you used Online TurboTax, you can sign into your Online Account and check the efile status at the Tax Home. If you used desktop software (CD/download), you can check from within the software.
If that showed it was accepted, or if you mailed the return, you can use the "Where's My Refund" tool at the IRS website below to monitor the status of your Federal refund.
