I filed online and the preparation fees were deducted from my account ($122.00)
My return was rejected and now I must file manually.
How can I cancel and get a refund for the tax preparation fees for which I have paid, but am not going to use.

Since the efiled return was rejected none of the TT fees will ever be paid from your refund. If you want to switch to a mailed in form the TT fees must now be paid by you before you will be able to print the return for mailing. The TT fee is for the use of the program to prepare a return that can be filed even if you mail it in ... there is no extra fee to efile it.
If you tell us the efile rejection message/code, we may be able to help you fix it.
Thank you but I am under special circumstances and need to file by mail.
I will be disputing the charge with my bank it seems. I need a refund because my taxes were never completed through TT. A rejected return is an incomplete return.

The return is complete but there are cicumstance where the IRS doesn't permit efile (for example, you are separated and do not know your spouse's SS# or someone else claimed your child already).
TT is charging you for using its software to determine your tax liability. As noted in the other post, it is not charging you to efile; that is your choice to efile or mail.
Your TurboTax fees are the same whether you e-file or mail the return. Do not expect a refund of the fees because you mailed it instead of e-filing.
TurboTax provided tax software that you used instead of sitting down with paper tax forms, a sharp pencil with a good eraser, a calculator and a 108 page IRS instruction book.

Go ahead and ask for a refund and you will be told the same thing. The fee is for the use of the software and is the same whether you mail file or e-file and will not be refunded.
No one in the user forum can resolve a billing issue. If you have a question about your TurboTax fees or billing, make sure you use the word “billing” in your request for help. Do not use the word “refund.”

Are you still going to use Turbo Tax to print and mail it? The online fees are to prepare the return whether you efile or print and mail it. Have the fees already been charged to your credit card or bank account?

Be sure to attach copies of your W2s and any 1099s that have withholding on them. You have to mail federal and state in separate envelopes because they go to different places. Get a tracking number from the post office when you mail them for proof of filing.

Sorry, but nobody in this user-to-user forum can help with a refund, Only customer service can issue refunds but the policy is no refunds on the online products. In addition, customer support usually operates on a leave your telephone number and they will call you when there is an available agent but they only return calls to US numbers.
You can try to get a refund this way as shown in the FAQ via the online refund request.
