Which form are you trying to enter?  A Form 1095-A?

If you are talking about the 1095-A, if you have nothing in your boxes on your form, you will enter nothing. If you paid full price and did not get the tax credit and are sure you do not qualify for the tax credit, you do not need to fill out form 8962. 

If your income is less than 400% of the Federal Poverty Level for your family size, you can qualify for the Premium Tax Credit.
