Using UPS to file additional forms via regular mail

I am required to furnish IRS with Form 8453 and 1099-b via regular mail; it can't be e-filed.

I would like to use UPS (or even FedEx) to send this. I found some posts online that this is allowed.

The address that is given to send this to  is 

Internal Revenue Service
Attn: Shipping and Receiving, 0254
Receipt and Control Branch
Austin, TX [social security number removed]

Can someone confirm if UPS/Fedex are allowed to deliver mail to the following address and I can use these to submit Form8453?

Since you want to send the form and 1099-B, you can use Priority Mail with USPS as the IRS website does not state that private carriers can deliver anything other than returns extensions and payments.

my question was about using UPS/Fedex to send the file to the correct address. I already know where to send it to but can I use UPS to do that? or should it be necessarily USPS?

You can send your form by any trackable method. This would include USPS, UPS and FedEx.

Private Delivery Services should not deliver returns to IRS offices other than those designated below.

right, and the address for submitting form 8453 is not on the list. Meaning I can't use UPS/FEDEX?

Thank you all. but I think I should re-state my requirements.

 

Carrier: UPS

Form to send: 8453

and yet only the following locations according to IRS accept mail from UPS/FEDEX
