I recently received notice from State of Illinois that I owe taxes from 31-DEC-2020. I have used Turbo Tax for all my tax filing needs every year and have never encountered an issue. Penalties and interest have been enforced. I understand that Turbo Tax failed to make payment to the state of Illinois on my behalf, for which I am responsible to pay. How can I file a claim with Turbo Tax to pay for the penalties and interest that I would otherwise not have incurred had Turbo Tax not failed to make payment in the first place.

Note that any tax payment to any tax authority would come directly from an account you specify; TurboTax does not pay any tax due on your behalf.
TurboTax never "pays" your state or federal tax due. You have to pay the state using the state's preferred method of payment, which is usually by check or money order, or by paying on the state's own web site. There are some states that allow you to enter direct debit information into the software so that the state will take your payment out, but TurboTax only passes that information along to the state. It is up to the state to take out the payment; it is not TurboTax's responsibility to make the payment. And, you can never ever pay the state from a federal refund. Your only proof that you paid your state tax due will be your own bank or credit card records.
Look carefully at the filing instructions that printed out with your tax return to see what you specified as the method of payment for your state tax that was due for that tax year.
Account information was provided through Turbo Tax for payment of said taxes but was not processed.
I am very aware that Turbo Tax does not pay my taxes owed! Direct Debit details were provided through the software. I have confirmation of the transaction but obviously Turbo Tax did not process the payment using my bank details. I know how this works.

Understood, but as @xmasbaby0 indicated, TurboTax does not "process the payment"; the program only transmits the information you input. It is your responsibility to ensure that the payment was processed.
TurboTax does not process your payment. The state is the entity that has to process the payment. Not sure what you mean when you say you have confirmation of the transaction. If your bank or credit card statement shows that the payment was actually made and shows money came out of your account, then you need to contact the state with that proof to sort it out with IL.
