E-filing of a 2019 tax return is no longer available using the personal editions of TurboTax. You will have to print and mail the 2019 federal amended tax return.
The IRS closed accepting e-filed 2019 tax returns at the end of October. They will not be accepting any type of e-filed tax returns until late January 2021.

are you filing the amendment solely due to stimulus? it may not be necessary.
Thank you so much. Exactly what I was looking for.
if you are due more stimulus, just complete the 2020 tax return.... everything is really based on the 2020 tax return; 2019 and 2018 don't matter any more.
what were you thinking of changing in 2019 and why? there may still be a need to change 2019, but have to understand your situation first.
I needed to amend my 2019 Tax return. I didn’t file jointly married because my husband never got his w2 he finally did. Because he didn’t file taxes in2019. He has gotten no stimulus including the most recent 1400. Even though he qualifies.

See this TurboTax support FAQ for amending a 2019 tax return originally completed and filed using TurboTax - https://ttlc.intuit.com/community/amending/help/how-do-i-amend-my-turbotax-online-return/01/27577
Although the IRS accepts 2019 e-filed returns, TurboTax does not allow a previous year original return or a previous year amend to be e-filed. When you amend 2019 using TurboTax you must print and mail the retrun.
Even though your husband did not file for 2019 yet, the first and second stimulus can be claimed on the 2020 income tax return and will be added to the refund or deducted from any tax owed. Here is how to claim the stimulus on the 2020 return. When you answer the questions, TurboTax will determine the amount that you are owed for the first two payments.
At the top of your tax return select Federal Review
That will take you to this screen where it asks if you have already received your stimulus payments. If you received the first or second payment already, then select Yes and fill in the information.
When that page is correct, you refund will be adjusted correctly.
