Yes ... that is what happened ... you sent in the payment but not the return ... you did not finish the return and either efile it or mailed it off.... so now you can only mail in the return.
If you started your 2015, 2016, or 2017 return in TurboTax Online but didn't finish it before the shutdown, you can always start over in the TurboTax CD/download software, available for purchase at TurboTax.com.
Another option is to transfer your incomplete return to the CD/download software so you can finish it up. You will need the login you used on your prior-year return (if you don't remember it, try account recovery).
Once you have your login, here's how to transfer your partially-completed return to the desktop software:
1. Purchase the TurboTax CD/Download software and install it on your PC or Mac.
o If you're also doing a state return, be sure to download and install the corresponding state program on your PC or Mac.
2. Now sign in at TurboTax.com with the same login you used to prepare your prior-year return.
3. Under Your tax returns & documents, select Download .tax file (not the PDF) for the prior year you want and save it to your computer.
4. Back in the CD/download software, select Find a Tax File, and then browse to the tax data file you downloaded in Step 3. Select the file and click Open.
5. You can now finish up in the software. You'll need to paper-file, as e-filing for prior years is no longer available.

Did you file it successfully ? Check the filing status ... log into your account, scroll down to 2017 and look at the filing status for the feds on the left side:
I mailed my return 0n April 8,2021 with check included for $717.00. I sent the return to Charlotte,NC [removed]. Today I got a CP80 letter from the IRS Kansas City, MO telling me they had a credit for $717.00 with no return. Is this a valid letter?

That would be a valid IRS CP80 notice. The IRS has sent many of these notices even though the e-filed tax returns were accepted by the IRS. You will have to print and mail the tax return to the IRS using the address in the notice you received.
To access your current or prior year tax returns sign onto the TurboTax website with the User ID you used to create the account - https://myturbotax.intuit.com/
Scroll down to the section Your tax returns & documents. Click on the Year and Click on Download/print return (PDF)
Print, sign, date and mail the tax return to the IRS. Include with the mailed return any forms W-2 and 1099 which have taxes withheld.
The IRS sends CP80 Notices to alert taxpayers that an amount has been credited to their tax account; however, no tax return has been received. In your situation, it appears the CP80 Notice is legitimate, and accordingly, you should forward your signed return to the address referenced in the Notice.
The IRS does not contact taxpayers via electronic mail and neither do they contact taxpayers via telephone. The IRS' method of contacting taxpayers, such as yourself, is though the U.S. postal service.
I have a copy of the original signed return, but their letter says they a newly signed copy. What date do I use on the new copy today's or the April 8 2021?

You should use today's date and you can attach a note saying that the return was filed in April, 2021. If you already have a dated copy, do not change the date but add the current date below it.
Per IRS: We credited payments and/or other credits to your tax account for the tax period shown on your notice. However, we haven't received your tax return.
