Are you referring to the IRS "Where's My Refund" tool? Or did you speak to the IRS? Here are some things you need to check:
First, log in to your Online TurboTax account and confirm at the Tax Home that your efiled return was accepted.
When using the IRS WMR tool, be sure SSN and filing status are correct.

Use only the Federal refund amount. Do not use any combined total refund figure that includes the state refund.
Look at your actual 2019 return to get the Federal refund amount. Be sure you are using what is displayed on your Federal Form 1040, Line 21a for the Federal refund amount.
And if you are paying your TurboTax fees (if applicable) out of the Federal refund, use the Federal amount without regard to the fee subtraction; i.e., the amount before any fees are subtracted.
You can also try phoning the IRS refund hotline. I've seen it work for some users before when the WMR tool didn't.

You posted on a very old thread. Would you please clarify your issue? Is the IRS stating they do not have your tax return filing for this year or for tax year 2019?

MAILED RETURNS
It can take weeks (or a LOT longer since the IRS is severely backlogged) for anything to show up on the IRS site when you mail a tax return.
If you mail a tax return (or a payment) to the IRS, it is a good idea to use a mailing service that will track it like UPS or certified mail so you will know it was received.
When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s.
TurboTax will not know anything about your mailed return, and will continue to show “Ready to Mail” on your account. TurboTax will not know that you put your tax return in an envelope and took it to a mailbox. TurboTax does not get updates on mailed (or e-filed) returns.
When the IRS opens its mail and begins to process mailed returns you can check the status on the IRS site. https://www.irs.gov/refunds
State returns have to be mailed to the state.

If you are wondering if you should send your return again——the IRS does not want you to file a second time. Putting two tax returns into the system at the same time can lead to confusion and even more delays. If you did not use tracking and do not know if the return was received—-you have to make your own judgment call and decide if you want to risk further delay by sending the return again.
2 likely possibilities. one, it got lost in the mail so the IRS never got it. two, the IRS got it but it is taking 4 to 6 months to process paper returns. so it's up to you as to whether or not to send another copy. if you do you need to attach any withholding forms. also, you should use a method where you can track it.
No you don’t need to file again it will only complicate things. Paper returns take 6-8 months to process so it hasn’t been processed yet.
