You have three years from the filing deadline (April 2018 or October 2018 if you requested an extension) to file a tax return and still receive a refund; after that, the refund is forfeited. Go to this IRS website for a tax transcript. If your tax return was received and processed by the IRS there will be a tax transcript - https://www.irs.gov/individuals/get-transcript
If the 2017 tax transcript is available then go to the IRS website for your tax account to see if the tax refund was issued and sent - https://www.irs.gov/payments/your-online-account
If the refund was issued and sent but you never received the refund then go to this IRS website to request a trace for the refund - https://www.irs.gov/faqs/irs-procedures/refund-inquiries/refund-inquiries-0
If the IRS never received the 2017 tax return then it is to late to file a 2017 return with a tax refund. The 2017 return with a tax refund had to be filed on or before April 15, 2021.
