I am in Wisconsin. I checked the WI Dpt of Revenue site and it said I will receive my refund by 02/25, does anyone know if this is accurate or if I'll receive it earlier?

Could be earlier, maybe later or not at all ... so the general Rule of thumb applies  ... don't ever spend it until you have it in your hands.  Never expect anything on any certain day and you will not be disappointed or overdrawn.
