Cash advance option

Cash advance option wasn't never given, only had direct deposit or split the refund. I didn't file yet because I wanted the option for the advance. But the is no option at all is there a glitch?

According to the eligibility requirements I am eligible to qualify. What can I do to get the advance as a option.
