You haven't said what your situation is, but if you efiled your return, be sure it was accepted. If you used Online TurboTax, you can log into your Online account and check the efile status at the Tax Home to be sure it shows "accepted."
Were you previously able to use the "Where's My Refund" tool to check your status and find information, but can't now? i.e., did it recognize your information previously, but now won't? The IRS does maintenance every week, and perhaps you got caught up in that. That tool can be squirrely at times as a return moves through processing and information can sometimes come and go.
The IRS says "the WMR system is not available every Monday from 12:00 am (Midnight) to 3:00 am Eastern Time. "
When the tool is functional again, be sure you are entering correct info--SSN, filing status, and Federal refund amount. Be sure you are using only the Federal refund amount and not a total refund amount that includes a state refund. The amount to use for the Federal refund is on your Federal Form 1040, Line 21a.
The IRS is taking longer to review, process, and Issue tax refunds for people who claims EITC and other credits, therefore most taxes will still be on processing mode longer than we'd like. If you've been waiting longer than the 21 days or more, I suggest you call the IRS. Im sure they've sent you a letter, explaining the hold up.
Hi. Its an estimation of more or less when they will be issued. Sometimes the hold up is with the banks, or source of deposit. Meaning the IRS issues on the date stated, But you wont see it in your bank account until a few days later.

The dates provided by TurboTax are estimates only.
Only the IRS and your State control when and if a Federal or State tax refund is Approved and Issued.
Once a tax return has been Accepted by the IRS or a State, TurboTax receives no further information concerning the tax return or the status of any tax refund.
If accepted by the IRS use the federal tax refund website to check the refund status - https://www.irs.gov/refunds
If accepted by the state use this TurboTax support FAQ to check the state tax refund status - https://ttlc.intuit.com/questions/1899433-how-do-i-track-my-state-refund
After the tax return has been Accepted by the IRS (meaning only that they received the return) it will be in the Processing mode until the tax refund has been Approved and then an Issue Date will be available on the IRS website.

The IRS will not be updating the wheres my refund on Monday the 17th, nor will you receive your return on this day. Its a Government Holiday. (President day). Any updates/ refunds due, will resume on Tuesday the 18th of Feb, 2020

I truly hope that your situation has resolved... My refund did this as well last year... I had an offset due to my defaulted student loans... the department of education took my entire refund last year and will take about half of it this year before I get what is left... I did have to call several times to actually figure out what had happened and had to fill requests before they could release the funds to the department of education... not near as simple as I figured it would be, meaning I really thought that if they take it they just take it, but in my case, I had to provide additional information so they could close the processing of my return.

They start doing updates, at 4am, if you check at 12am, you will see no change.
It updates daily usually around 1 am
Mine was sent in on the 27th. On the 28th it said accepted. On the 12th it said I'd have it by the 18th but on the 17th it went back to being processed.
