Technically you are not supposed to amend a return until the original return has been fully processed and you have paid the balance due.  When you complete the amendment process the program assumes you made the payment ... if you did not then you had to indicate this on the amended return.   If the state has caught the error they will fix it for you and recompute the return.   Review the amended return ... did it assume you made the payment ?  If so recompute the return to see if you now owe or get a refund.

I apologize as I was not clear, my question is, how does the TT software calculate Previous Payments on a return (amended or otherwise), or where does TT get the values to come up with Previous Payments, or what method does TT use to calculate Previous Payments?

It should be for any tax payment $$ you made for your 2018 tax filing when you filed the original tax return,  or before preparing  and filing the amended tax return.

IF you filed the original AL tax return, owed $$ on that one, but didn't pay what you owed at that time, and then amended without making that payment, then TTX might have some $$ there because it assumes you paid.

Guess someone with actual AL forms would have to check to be sure, but we have no SUs with AL (one occasionally does, be he hasn't been  active recently)...so you might be better off calling Customer Support for details on that:
