Haven't gotten my return yet its been 4 months since I filed you are asking me for a payment which you will not receive till your job is done I understand its in the fine print services must be paid for if your payment isn't received our of taxes but your job isn't done until I receive my taxes I will not be doing my taxes next year with this company

TT did it's job ... you used the DIY program to complete a return that could be filed. That is where the TT responsibility ends. The fact that the IRS has not done their job timely is not a TT issue.
You ASKED for the fees to be withheld from the federal refund and the processing bank would do that happily (for an extra fee) when the refund is released to them however the IRS has not released the refund yet and since it has been delayed the contract you signed gives the processing bank the right to debit your account for the TT fees. You are sent 3 warning emails alerting you to this situation and the final one saying it is happening. If you want the debit to be postponed then the first 3 emails told you how to do it.
Then when the IRS does send your refund they won't take the TT fees out again ... just the processing fee will be withheld.

TurboTax satisfied their obligation to provide tax preparation software so that you could complete and file your tax return. Your tax return is self-prepared using do-it-yourself software. Once the tax return is filed TurboTax has completed their service to you.
TurboTax is a tax preparation software company. It is not a tax professional such as a CPA, EA or tax attorney that you paid to complete a tax return for you.
