Your tax return is the form you send to the government that shows your income and calculates your tax. The money the government sends back to you is your refund.
You either get a refund or you owe tax, not both. If you owe, then you do not get a refund.
My with holding is over what i owe. So that means i shoukd still recieve the rest of the amount
There has been a "refund monitor" on your screen that shows your refund or tax due. If it is not showing at the top of your screen click on Review to make it appear. Or.....look at the summary that TurboTax provides to you that tells you if you are getting a refund or if you owe. Even better, actually look at your tax form 1040 and see what is there.
If you are getting a federal refund--it will be on line 35a
If you owe money to the IRS, it will be on line 37 and needs to be paid by April 15, 2024.
It cannot be both.

OR the tax due is the amount you still owe in addition to the withholding. The withholding wasn't enough cover to cover the tax on on your income.

No, the withholding does not just apply to what you owe. Look at your Form 1040. The withholding has to cover the total tax on line 24 of your Form 1040. If the withholding is less than line 24, then you have to pay the difference and you do not get a refund. You only get a refund if the withholding is more than the tax on line 24.
(That's a somewhat simplified explanation that assumes you made no other payments besides withholding, and have no refundable credits. The amount you owe is actually line 24 minus line 33.)
