If you have taxes owed you are Not going to receive a tax refund.
You did not clarify---who did you pay? Who do you expect a refund from? Federal or state? They are completely separate entities, so paying one does not impact receiving a refund from the other. And as DoninGA pointed out--you cannot owe the IRS and get a federal refund for the same return, nor can you owe the state and get a state refund for the same tax return.
If you are still unclear on this, please print out your actual tax returns and look at them so you can see if you owed or were receiving a refund on either of them.
