First you need to check and see if your account shows that your state reurn was filed and whether it was accepted or rejected. If the state return was not filed--or if it was rejected---then you do not amend it. Amending is only used to correct mistakes or add information to a tax return that was filed and processed----you do not do that to a return that the state has not even seen.
The only way to file a 2021 return now is by mail, so if the return was not filed then you need to print it, sign and date it in ink, and mail it to the state. But.....did you owe tax due? Is the state saying you did not pay? Your only proof of paying the state is your own bank or credit card record. A state tax due cannot be paid from a federal refund. Some people make the mistake of thinking their federal refund is being used to pay the state.
You have to access your own account and/or print it for yourself using exactly the same account and user ID that you used when you prepared the return.
Start a 2023 return online and enter some personal information so that the menu on the left opens up and lets you access your past year returns.
Many people have multiple TT accounts and forget how to access them. Log out of the account you are in now.

Or did you use the desktop version of TurboTax? If so, the files are on your own hard drive or any backup device you used like a flash drive.
