I did not receive any qualified disaster distribution in 2017, but why do I still keep getting the question "what type of disaster affected Jeffrey in 2017?

Leave the 'type of disaster' blank and Continue.  On the next screen, don't check the box 'want to pay taxes in 2018'.

There are several questions about Disaster Distributions for both 2016 and 2017; leave them blank and Continue; don't enter $0's.  Say No to 'was this a qualified disaster distribution?'

The IRS is implementing special tax considerations for those affected who took retirement plan distributions.
