There seems to be an issue with e-filing when there is not a US phone number listed in your Intuit Online account. When you are signed into your account, click on Intuit Account in the bottom left corner. The error is not from the phone number on your tax return but rather the phone number attached to your Intuit (TurboTax) account.
Change your phone number to a US number in the Intuit Account of Turbo Tax. No need to verify this number in the Intuit Account just click exit when you are done. Then go back to your return and continue filing. Don't use a Google Voice number, a Skype number, or any other non-US or non-verifiable phone number. Again, you don't have to verify the number but the number needs to be verifiable.
You may be able to leave the phone number field blank on your Intuit account and e-file your return. No matter which option you use, make sure to update your account with your correct phone number once your return is e-filed.

This fixed it for me! I had my account registered to my Chinese phone number and was receiving this error; however, after I changed my phone number to a US number the transmission went through. Thanks so much!!
I am having the same problem. I live in Hong Kong and my Hong Kong number is verified. I can't seem to change to a US phone number. Not taking it. How to fix the problem?

My telephone number of record and on my 2019 return is a US number but I keep getting the following message:
Solution: Intuit Account -> Sign In & Security -> Phone (change & save no need to verify) -> back to e-file and retry.

I've tried changing my foreign number to the US number, but still couldn't get it through. It keeps saying "Your transmission didn't go through.........The Intuit Electronic Filing System is having difficulty recognizing the data in the return you are sending. To ensure you have the latest version of TurboTax, wait 24 hours to update your program automatically. If you still can't transmit your return, go to www.support.turbotax.com for a solution or workaround. In some cases, you may need to file your return by mail. - 601ERRV:5, CustHdr_17 - ?:? - Invalid SMS Number. Must be between 10 and 10 digits."
It is getting extremely frustrating. Because of this, I've missed the July 15 deadline. Turbox has already charged me for using its software but I still couldn't file my tax. There are many Americans working oversea without a valid US phone number. Now a days, there is no need to keep the phone as there are other ways we can communicate, whatsapp, Facebook messenger, and many other means. Why Turbox software is stuck with requiring users to have a US phone number????? It's an utterly outdated software. How in the world I can file my tax???????????????????? How I can get my money back? I can't submit my tax file on time because of the outdated Turbox tax software. I've been using it for the last five years but I dare tell you I will not use it next year.

Unfortunately one will have to have/use a US phone number because there is a verification process. In my case we have plenty of relatives there to help me.
If you don't have access to a US phone you will have to mail it.

Thank you for your advice. At first it didn't work - but after a few minutes and a few more attempts, it worked. The noticeable change was that TurboTax included an option for me to check a box to have my tax status texted to me. This was previously not showing at all, so I knew that the phone number switch worked when this new feature appeared.
I was able to use my US phone number from the free app called 2ndLine. I could verify it with the text verification as well.
Filing from Hong Kong :).
