The 1099-INT from the IRS gives their FEIN number and then states in bold, "(INTERNAL REVENUE USE ONLY)". When asked if they provided their FEIN is it "Yes" or "No"?

Your answer would be yes and your should enter the FEIN exactly as provided.

I believe the INTERNAL REVENUE USE ONLY disclaimer was an indication that this is not an FEIN for the US Treasury Department as a whole, nor is it actually used used in connection with IRS employees.
