Why is there a $40 money movement fee

Are you trying to ask about the $40 "refund processing fee?"   That is an extra fee you pay if you choose to pay for using TurboTax software by having the fees deducted from your federal refund.  You do not have to do that.   You can avoid that fee by paying BEFORE you e-file with a credit or debit card.

 

If you choose "refund processing"--- your federal refund goes from the IRS to a a third party bank.  The bank takes out the amount you owe to TurboTax, keeps the $40 for itself, and then sends the rest of the refund to you.
