Why is state not free with Premier purchase?

State returns are additional with all of the online versions of TurboTax.

The desktop (installed) version of TurboTax Premier includes one free state return.

Do you need to see the way the fees are displayed on the TT site?  Note that it tells you that state is additional with online Premier:
