Why is my the amount I’m suppose to receive for my Tax return getting direct debited instead of direct deposited ?

I don’t owe any taxes and my federal and state got approved but instead of the amount that’s due to get deposited is attempted to be taken but my bank wouldn’t overdraft so it got declined .. and recently I got a mail from IRS stating they failed to withdrawal that amount

Better take a close look at your Form 1040.   Is there an amount on line 35a?   Or is the amount on line 37?
