Try this:
Go to Tax Tools>Tools>Delete a Form
Do you see more than one 1099-G for your state refund there? If so, delete one of those forms, then sign out of your TurboTax account.
Sign back in and see if the issue is resolved. If not, please post back.
I am have this same issue. When I go and follow your instructions, there is not even one 1099-G listed, much less two to be able to delete one. It seems there is a error in the software.
Is this a known issue that is going to be fixed?
If there is no 1099-G to delete then this is coming from a browser error.
Use the Chrome browser, do not use the app.
Go to the three dots at the top of the page and select settings
Privacy and Security
Clear browser data for all time
Sign into TurboTax on the Chrome browser
Go to Federal, Wages and Income
Edit Refunds Received for State/Local Tax Returns
Enter the information for your state refund
If there are two entries and you only had one state refund, delete one entry
I just encountered this same problem today. I cleared my browser history as instructed, but the problem still remains.
