TurboTax does not reduce your refund. If your refund was reduced that was done by the IRS or the state. After you file your tax return, TurboTax does not get any information from the IRS or state. If this has happened to you before then perhaps there is a mistake you have been making, or perhaps you owe back taxes or child support that is being offset from your refund.
The $1400 difference you are mentioning for this one might be the 3rd EIP payment if you made a mistake and said you did not receive it, but really did get the $1400 stimulus last year. You cannot get it twice. The IRS will send you a letter that explains why your refund was less.

I do know that sometimes returns can have a refund offset and pay off delinquent debt, such as past-due child support, outstanding student loans, or unpaid state income tax. Not sure if that is the case in your situation.
