Too early.  

The Desktop programs will be available sometime in November here,

And the Online versions will open in December here, https://turbotax.intuit.com/personal-taxes/online/

And the IRS will not be accepting 2019 returns until late in January 2020.  A word of caution--some of the earliest filers are the ones who end up in tax "limbo" waiting months for identity verification, etc, instead of getting early refunds.  Do not be in a hurry to file.

Because the 2019 tax year is not over until after December 31, 2019

even when the software does become available, it may not reflect all 2019 tax law changes.  besides you won't be able to e-file until the official opening date which will probably be some time in January 2020

Form changes again this year will probably delay things again so expect the delays.  Have you seen the new forms ?  Why can't the 2019 form 1040 look like the new 2019 1040-SR ?  I like the bigger font and both forms are exactly the same except for the standard deduction chart which could be on the 1040 without issue.

Requirements for Filing Form 1040-SR

Taxpayers can reach their 65th birthday at any time during the tax year—even Dec. 31—to qualify for using the 1040-SR. But the tax form imposes a few other qualifying restrictions in addition to the age rule.

Filers do not have to be retired yet to qualify.
