Why are these IRS forms not yet available?

This happens every year, but this year is even more delayed because of the tax bill recently enacted.
TurboTax cannot finalize the IRS forms in the tax preparation software until the IRS releases the 2017 tax forms and schedules and then has to approve all the TurboTax IRS forms and schedules.

"they can keep uor money longer?"  Try changing your withholding so that you do not have to wait for a refund at tax time.

Where have you been?  A major tax reform bill was passed at the end of December.  The IRS is scrambling to finalize forms so that they are ready for 2017 tax returns.  Most of the tax changes do not affect your 2017 tax return (with the exception of the 7.5% medical expense threshold) but there are a number of forms that still need to be changed, and then finalized within TurboTax.

And even then, the tax-extender bill may still be passed in January(Feb?), that could introduce a new set of tax problems....since PMI, Tuition, Debt Forgiveness, and Energy Efficiency Credits may be back-applied to 2017 taxes too.  (along with a ton of Business tax issues that have nothing to do with personal taxes)

Such is the foolishness of congressional lack-of-action that are not the fault of the IRS , and just makes everyone's task a living [Remove]:
