Why am I having to fill out Form 8948-K?

I am filing electronically but it is saying I am to put in a reason why I am NOT filing electronically

This form applies to your state return.  Its possible you will see this if, perhaps, you are e-filing your federal return, but have indicated that you do not wish to file the state return at this time.

That form is used by paid tax pros only  ... it is not used by taxpayers using a DIY program.
