The box for PAYER'S federal identification number is now called PAYER'S TIN.
Taxpayer Identification Number = federal identification number.
The Federal Identification number is located under the Payer's name and address on the left side of the Form 1099-R.

I see recipient's tin but no federal ID no.
This has changed for filing the 2019 Tax Return. The Payer's TIN is now listed in Box 7 on the 1099-R.

No, the EIN is in the box Labeled Payer's TIN on a Form 1099-R.

I just filed my taxes yesterday with a 1099-R. The TIN or Federal ID is in Box 7

This is an official IRS Form 1099-R. Please refer to the form. Box 7 is specifically for entry of a Distribution Code.

You personally do not have a Federal Employer Identification Number unless you applied for an EIN from the IRS.
You have a Taxpayer Identification Number which is your Social Security number or if you are not eligible for a SSN then it is the ITIN issued to you by the IRS.
