The Federal ID Number (FEIN) is also called the Taxpayer Identification Number (TIN). On the 1099-R, it would be the Payer's TIN.

My 1099 from Fidelity Investments does not have a box for the Federal ID Number. Instead it has a box for PAYER'S TIN.
