I paid 10% at time of withdrawal like everyone else does. It then at time of withdrawal talked about another 10% being waived due to covid.
In filing taxes through turbotax, when I remove 1099-r and re-enter it, it allows me to go through the prompts about covid. Last screen where it asks about paying taxes on distribution amount "now" if you check it, it jumps your refund of $1,800 to $12,000 owed. If you uncheck it, it keeps your refund of $1,800 but does not withhold 1/3 over 3 years.
So... if I submit my taxes... I do not want to be hit by IRS for checking or unchecking the box because programming of website omitted something.
I need to know that when I keep box for "pay all tax now" empty and my refund is $1,800 that I am not going to be billed by IRS for $12,000/3 = $4,000 for 2020.
Clearly checking that box automatically places you into poverty and unchecking that box does not explicitly say that you have "started paying over 3 years effective immediately".
Check your income and tax brackets. Due to Covid losses I am taking it all this year as it is all in 1 bracket. Next year 1/3 could push a new bracket and cost me a little extra for the amount over that bracket
so you took out 12k from your 401k and it isn't allowing you to spread the taxes over 3 years? SMH. could it be they are still doing updates to the form? i was told by a turbo tax CPA that the form will not be ready until 2/26.
i want this to go as smoothly as possible

The taxes that were withheld from the withdrawal are entered on your 2020 tax return, the full amount. The covid related early withdrawal penalty is waived. If you did not select the box to pay tax on the entire retirement distribution in 2020, then only 1/3 of the withdrawal is entered on your tax return as taxable income.
Look at your tax return Form 1040
Click on Tax Tools on the left side of the screen. Click on Tools. Click on View Tax Summary. Click on Preview my 1040 on the left side of the screen.
Based on what admins posted so far website form went live 2/25/2021. I have no problem waiting another day if appropriate check boxes appear on that final screen prompt. But from looks of it website form was finalized and pushed live to public.

I just checked the 1040 as instructed and yes it properly did what it was supposed to do.
I would strongly suggest to website people to add a text or something at that final check box to state that leaving it blank will do xyz. Thank you.
@DoninGA so if we completed the new prompts asking about if we’ll pay the taxes over 3 years or all at once...can we submit our taxes or we have to wait for the actual form to be available?
@DoninGA Do you know anything about the Pension Deduction Worksheet that is popping up once it checks my State return saying to check the amount but the amount is correct and this is stopping me from filing my taxes?

If you are using the TurboTa online editions you can complete the 1099-R section, answer the questions concerning Covid-19 and how you want to the taxable amount of the distribution reported on your tax return, the whole thing or only 1/3. The Form 8915-E is included with the online return that is e-filed. You can submit your tax return.

No. That is a state tax return requirement. You will need to indicate the state and someone familiar with that state tax return will be able to respond.

I have tried this 3x and it's not giving me the option. I called yesterday and they said "it will definitely be available tomorrow (2/25/21)," but it's not giving me any new options today.

If you are using the online editions, it is available.
If you are using the TurboTax desktop CD/Download editions the software release scheduled for 02/25/2021 has not yet been released.
