Did a bit of searching and found the projected availability date is February 6, 2020.

Does anyone know why this Schedule I is required? Ive never had to do this form and not much has changed with out tax situation than last year?
Why is this Schedule I form required?
Wisconsin starts with the Federal Adjusted Gross Income (AGI) and adds and subtracts a variety of items. Please see the form here.
I suspect you have one or more of these items in your Federal tax return. Schedule I is starts with your Federal Adjusted Gross Income and ‘corrects’ it for the Wisconsin tax return.

I just went to the website: https://care-cdn.prodsupportsite.a.intuit.com/forms-availability/turbotax_wi_online_individual.html. It says that the form will be available on 02/06/2020.

It's February 6th, 2020. I just did an update to turbotax. It updates form "Federal Forms". Wisconsin Schedule I is still not updated.
It said on the 6th. that hasn't happened. suggestions as to when it will happen now?
Nope. It's the 6th, and there is no state update and it's not available.
Often the updates will not happen until latter in the day ... Intuit is on West Coast time ... try again in the morning.
Updated multiple times and it still says DO NOT FILE on the Schedule I even though the website says it is available.
All WI forms are now ready ... try forcing an update :
I tried the manual update and restarted my PC, but during the "review" step it's still showing me that I need to wait for the updated "Schedule I" form before I submit. Is anyone else still having this issue?

Just so nobody else wastes their time. I called support, and the person said that the form is not available yet. When I called them out about it saying it was available on their web page, they stated it is available and I needed to update. I told them how many different ways I tried to update and they then told that its available but it has to go through an approval process with the state before I'll get it. I asked when that would be done, and she said had no idea, and that her supervisor didn't know either. To me, it sounded like a bunch of excuses to try to get me off the phone. The story slowly changed as I pointed out each didn't make sense.
Anyway wanted to share that so everyone else doesn't waste an hour of their time waiting and having a circular discussion. Definitely the last time I pay for TurboTax, what garbage. The worse part is you find this out after they charge you $20 to file which is a scam on its own, so now I've paid twice for software that doesn't work.
You do realize that INTUIT is a large company and the turbotax has many separate divisions. You called program support for the users which would have no idea what the technical support division is doing or their time table. All things take time to be completed ... the form needs to be integrated into the program, tested and approved by the state before it can go live ... so patience is needed while this process is completed.
Until WI is ready to be filed you can file the federal return now and come back for WI later.
